I'm writing this as a review mainly to update the reader on some developments that have taken place since I first read this book. I happened to know about Libby and Overdrive from my local library, but this book was very useful at the time in letting me know that there were libraries that will offer (paid) library cards to out of state users. At the time, I signed up for an out of state card from the Brooklyn Public Library, which has the best selection of all the libraries listed. But when I went to renew this year, they informed me that they're no longer offering paid cards to out of state adult readers and have shifted to only offering their resources to Brooklyn residents and out of state minors. Being left without this, I searched and saw that the Queens Public Library is offering a similar paid offering to out of state readers to what Brooklyn used to offer, although the jury's still out if their catalog is as robust as Brooklyn's is (I'm guessing they're still the best bet, though). This book has some good basic info, but you'll want to look up a library's current policies to see if they're still an option for what you're looking for.
